Dr Devereux is a practising international lawyer and academic. After graduating as a double university medallist in Arts and Law from the ANU, Dr Devereux worked as Research Director for Chief Justice Gleeson in the NSW Supreme Court for a year. Dr Devereux gained experience in the private legal sector, before moving to the practice in the public law areas of constitutional law, public international law and international human rights law. From 1995-2000, Dr Devereux worked for the federal Attorney General’s Department, primarily in the Office of International Law, but also in the Office of General Counsel. Since 2000, she has worked with the United Nations. From 2000-2002 and 2003-2005, Dr Devereux was a Legal Adviser for the Human Rights Unit of the Peacekeeping Missions in Timor Leste of UNTAET, and UNMISET/UNOTIL where her projects included advising on the development of the Reception, Truth and Reconciliation Commission, the Constitutional process, and the implementation of international human rights obligations. In 2005-2006, Dr Devereux moved to New York where she worked as a Legal Adviser for the Security Council’s Counter Terrorism Committee Executive Directorate. In late 2006, she returned to Timor Leste to work with the Independent Special Commission of Inquiry set by the Secretary General to look into the crisis of April-May 2006. In 2005, she was appointed as member of an Expert Review Committee by the Office of the High Commissioner for Human Rights to consider training materials for peacekeepers in human rights and has been involved in training of peacekeepers, police and Parliamentarians in human rights principles.
In parallel to her practising, Dr Devereux has maintained an involvement in research and teaching. In 1994, she completed a Masters of Law at Columbia University, specialising in international law and comparative constitutional law. In 2001, she completed her PhD. She has taught in an adjunct capacity at the ANU, University of Sydney and since 2004 with Queensland University of Technology. Recent publications include: Australia and the International Bill of Human Rights (Federation Press, 2005), ‘Searching for clarity: a case-study of UNTAET’s application of international human rights norms’ in N White, D Klaasen, ‘The UN, human rights and post-conflict situations’ (2005). In 2007, Dr Devereux is based at QUT where she is engaged in research as a Senior Research Fellow'.
