Donald is a specialist in international private and public law and regulation and holds degrees from Canadian, US and Australian Universities. He was a University medallist for work done during his PhD relating to the subject of international trade regulation and unfair trade. As well as being an expert in anti-dumping and countervailing law and policy and a trained economist, Donald is admitted to practice as an Attorney and Counsellor at Law of the Supreme Court of New York and the Supreme Court of Victoria.
The areas of Donald’s research encompasses issues including the evolution and architectures of multilateral regulatory arrangements, the political economy of multilateral trade agreements and international trade regulation, the regulation of unfair international trade practices, international and domestic competition law, policy and regulation and issues relating to social and commercial policy foundations for trans-border regulatory regimes.
His research has been published in an extensive range of international journals including the Journal of World Trade, The Economic Record, Weltvershaftliches Archives and the International Trade Journal. At the moment, current research projects include writing a book entitled “The Law and Policy of International Regulation” as well as research involving the scope and depth of public international regulatory jurisdiction and the evolution of international regulatory arrangements. As part of this research agenda, in 2007, Donald was awarded funding under an EU Fellowship to pursue research relating to international regulation in collaboration with research partners situated in Europe. Donald is also currently the Law Editor of the QUT Law and Justice Journal.
Donald has extensive consultancy experience providing advisory as well as training to a range of public and private sector clients including the Australian Government, Boeing Australia, the Australian Institute of Export, the Governments of the Philippines, Korea and Indonesia and indirectly to the EU and multilateral institutions such as the UN, WCO and APEC through public and private research institutes situated in the UAE, Germany and the Netherlands.
