Regan has an honours degree in law from the Queensland Institute of Technology and has completed both the Legal Practice Course and Bar Practice Course at the Queensland University of Technology. He has 10 years experience as a solicitor in private practice and several years experience as a barrister at the private bar. During that time, he has worked in many different areas of law and has appeared in a wide variety of courts and tribunals.

Regan has been involved in teaching in the Legal Practice Course for several years and has contributed some of the materials for elective units offered by the Course.

Regan has also presented sessions for the Bar Practice Course, the Office of the Director of Public Prosecutions, Crown Law, Legal Aid Queensland, and Police/Fire and Rescue/Ambulance senior personnel. In the LLB program, he has tutored in Torts for several years and more recently was a Unit Coordinator of Industrial Law. He has been involved in continuing legal education and is a Reporter for the Incorporated Council of Law Reporting for the State of Queensland.
